Disable SG before start other SG in GCO

Hi,

I have a GCO with 2 clusters (site1 and site2) and 2 servers (server1 and server2). I have 2 SGs:

- ASCS running on site1

- ERS running on site2

If ASCS fault in site1, I need ERS switch to site1 before ASCS start in site2. If ERS don't switch to site1, because site1 is down (for example), ERS shoud be offline, but ASCS needs to start in site2.

Is this possible without triggers?
